Outlook Mobile Service was released by Microsoft in Outlook 2007 and Outlook 2010 but removed from Outlook 2013 for reasons that have never been explained.
Outlook Mobile Service enables users to link their Outlook email client to the Fastsms SMS messaging service. This integrates SMS functionality alongside email functions so that text messages can be sent and received in much the same way as your email.
